ELI5: Explain Like I'm 5

Habitual offender

Hey kiddo! So you know how sometimes people do really bad things, like stealing or hurting other people? Well, if they keep doing those bad things over and over again, they can become something called a habitual offender.

That means that they've done bad things so many times that the government thinks they might keep doing them again and again. So the government gives them a stricter punishment to try and stop them from doing more bad things.

This stricter punishment can be things like longer prison sentences or not being allowed to do certain things, like driving a car. The idea is to help the person learn that what they did was wrong, and to make sure they don't do it again.

Hopefully that makes sense - just remember that being a habitual offender means a person keeps doing bad things, and the government wants to stop them from doing more bad things.
