So, you know how sometimes when you want to do something really big, like build a treehouse, you need help from other people? Well, the Pittsburgh Intergovernmental Cooperation Authority (PICA) is like a group of adults who help the City of Pittsburgh do big things.

PICA helps the city with its money. You know how your parents have a budget for the week and they can only spend so much money on groceries and other things? Well, PICA helps the city make a budget too. They make sure the city doesn't spend too much money and helps it figure out how much money it can spend on things like fixing roads and paying for city workers.

PICA is made up of people who work for the state government and people who work for the city government. So, it's like having a bunch of moms and dads come together to help the city and make sure it stays safe and strong.
