Autonomous prefecture

Okay kiddo, imagine you are a part of a big group of people who all live in a same area. But some of you have different backgrounds, speak different language or have different cultures. In order to make everyone feel included and respected, sometimes the people in charge decide to create an "autonomous prefecture". That means the group of people who have a different background or culture from the majority, get to make their own rules and have more say in how things are run in their area. It's kind of like having your own special club within a bigger group. The goal is to make everyone happy and feel like they're being treated fairly.
