"Okay kiddo, so when a grown-up wants to get a job, they usually have to apply to a company first. But sometimes, they get help from other people to apply for jobs that they might not even know about! These people are called recruiters or staffing agencies.

So when the recruiter finds a job that they think the grown-up would be perfect for, they send the grown-up's resume (which is like a paper that shows all of their important information like where they worked before and what they're good at) to the company who is hiring.

This process of sending the grown-up's resume to the company is called candidate submittal. Basically, the recruiter is submitting the grown-up's information to the company so that the company can decide if they want to hire them or not.

It's like when you want to share your toys with your friends, you have to ask your mom or dad first if it's okay to share. The recruiter is asking the company if it's okay to share the grown-up's information with them."
