He pretended to be nice to France, but really he was just trying to irritate them into going to war. He made up stories about France insulting Prussia and he even edited some letters to make it look like France was being mean.
Finally, things came to a head and the war started. It was a really big and scary war that lasted for a long time. It was hard for both sides, but eventually Prussia won and France was forced to give up some of their land and pay a lot of money. It was a sad time for both countries, but they eventually made up and became friends again.
