A federal monarchy is a type of government where a king or queen rules the country. In this type of government, the country is divided into different states or provinces (sometimes called "regions"), and each state or province is run by its own government. The king or queen makes the laws that everyone has to follow, but each state or province is allowed to have its own laws as well. So, the people in each state or province can make their own decisions about things like education, taxes, and healthcare. However, the king or queen is still in charge of the country as a whole.
