A federal popular initiative is when a bunch of people get together and say, "We have an idea for a new law." Then, they ask the government if they can vote on it to make it a real law. It's like when you and your friends vote on what game to play, but on a bigger scale with more people and more serious things. This is only for the national government, not for local or state levels. It's like when your bigger brother makes the rules for everyone in the house because he's older and responsible. But in this case, it's a lot of people who want to make a new rule for everyone in the country.
