Flag of convenience

A flag of convenience means a country allows ships to register there, even if the ships are owned by people from another country. This makes it cheaper to run those ships because the registering country has rules and laws which are different (sometimes with fewer costs or taxes) than the laws of the home country where the ship owners are from.
