Free imperial city

A Free Imperial City was a city or town in the Holy Roman Empire which was owned by the emperor, rather than by a particular ruler or noble. They were self-governing, and could make their own laws, have their own currency, and elect their own rulers. They were called "free" because they were independent and didn't obey anyone but the emperor.
