Legitimate military target

Okay, so you know how some people have jobs where they try to hurt other people, like bad guys in movies? Well, sometimes countries have armies whose job is to protect their people from these bad guys.

Now, when one country goes to war with another country, the army of the first country will try to attack the army of the other country to stop them from hurting their people. But, they can't attack anyone they want. They can only attack soldiers or military things that the other army uses to fight, like tanks or guns or bases. Those are called "legitimate military targets".

If the army of the first country attacked someone who wasn't a soldier or something military-related, that wouldn't be okay. It would be like if you were playing a game of tag and you started hitting someone who wasn't playing. That wouldn't be fair, right? Same thing in war. The army has to follow rules and only attack things that are part of the other army.
