But these countries had rules that made it hard for them to buy planes from an American company like Lockheed.

So, the people who worked for Lockheed decided to give money or gifts to people in those countries to convince them to buy their planes. But that's not okay and it's against the law. It's like if you wanted a toy from the store and instead of buying it with your own money, you took some money from your mom's purse without asking and gave it to the store worker to get the toy. That's not okay because it's stealing.

When the government found out what the people at Lockheed were doing, they got in big trouble for breaking the law. They had to pay a lot of money in fines and some people even went to jail. It's important to always follow the rules and not cheat or take shortcuts to get what you want.
