Municipal home rule

Municipal home rule means that cities and towns have the power to make and carry out their own laws. It's like having their own little government. For example, if the state passes a law saying that people have to wear helmets when riding bicycles, the city might decide that only kids have to wear helmets. So the city can create laws that work best for them and their citizens.
