Neoevolutionism is a way of looking at how societies change over time. It says that societies change, or "evolve," in the same way that living organisms, like plants and animals, evolve. It disagrees with the idea that all societies start out the same and that their differences are mostly due to factors like climate, geography, and from different kinds of people coming into the same community. Instead, neoevolutionism says that different societies can have different kinds of ways of doing things, and that these differences come from natural processes of change over time. It's a way to look at history and understand why societies ended up the way they did, and also to make predictions about how societies might change in the future.
