Off-budget enterprise

The idea is that these separate accounts can help the government manage their money more effectively and make sure that they have enough funds for important projects.

It's kind of like having a separate jar for your allowance that you use to buy your favorite toy or candy. You don't want to use all your savings for something else, right?
