ELI5: Explain Like I'm 5

Permanent war economy

In a permanent war economy, the government focuses a lot of money and resources towards preparing for war. This means that the government will buy military weapons, build up their army, and do research on better ways to fight wars. It also means that many other areas are neglected. For example, the government might not have enough money to invest in things like healthcare, education, or other important things like fixing roads and bridges.
