Plenary power

Plenary power means that somebody has the power or authority to do pretty much anything they want when it comes to making decisions about something. Think of it like being the boss of a game. The boss can make any rules they want or change the rules whenever they want because they have the power. The same goes for plenary power. For example, the government might have plenary power when it comes to making decisions about how to protect the country or who can come into the country. This means they can make decisions without anyone else telling them what to do, but they should use this power responsibly.
