Procedural animation is a way of making computer-generated images or objects move in 3D on a screen. Instead of having everything drawn by hand, the computer is given a set of instructions that tells it what to do, just like when you tell your mom to make a cake from a recipe. The computer then follows the instructions step by step to create the animation. The computer can make the animation look like it is moving in any direction or at any speed the programmer wants. The easier the directions are, the easier it is for the computer to follow and create the animation.
