Rogers Act

Okay, so the Rogers Act is like when you are playing a game and someone says, "Okay, it's my turn now," and you have to give them the thing you were playing with. This meant that people who worked for the government couldn't use their jobs to help their friends or family, because they had to follow rules and be fair to everyone.
