Rump cabinet

A rump cabinet is like when you play a game with a group of friends, but some of your friends leave before the game is over. The group of friends that are left behind are called the "rump" because they are smaller than the original group. In the same way, when the US President changes his cabinet, sometimes a few members leave before the end of the term. The remaining members are called the "rump cabinet" because they are smaller than the original cabinet. It's like if you had a big bucket of toys, but some of the toys got taken out, and you were left with just a few toys - those would be your "rump" toys.
