ELI5: Explain Like I'm 5

Statutory authority

Statutory authority is like a set of rules that grown-ups make to tell us what we can and can't do. Just like how your parents make rules for you at home, the government makes rules for everyone in the country so that everyone stays safe and things work properly. These rules are written down in laws that tell us how we should behave and what actions are okay or not okay to do. People who are given the job of enforcing these rules, like police officers or judges, have to follow them too. If they catch someone breaking the law, that person might get in trouble and have to face consequences. So, statutory authority is basically a way for the government to keep everyone safe and make sure everyone follows the same set of rules.
