ELI5: Explain Like I'm 5

Sub-loop unbundling

Sub-loop unbundling is when someone wants to use the internet but they don't have access to the cables that provide the internet. Think of it like wanting to play with your favorite toy but it's stuck in a toy box that you can't open. This person can ask the company that owns the cables if they can use them, but usually the company says no because they want to keep the cables for themselves. But sometimes the government makes the company share the cables so other people can use them too. This is called sub-loop unbundling. It's like someone opening the toy box and sharing their toy with you so you can play with it too. Now the person who didn't have internet can use the cables and have internet access just like everyone else!
