Substitute amendment

Okay, imagine you have a toy truck. But say you want to make changes to the truck, like adding a new color or changing the shape of the wheels. Instead of throwing away the whole truck and getting a new one, you can make a substitute amendment, which means you are making changes to the existing truck.

Now, let's say a group of people are trying to make a law. They write down what they want the law to say, but then some other people say they don't like part of the law. Instead of throwing away the whole law and starting over, the first group can make a substitute amendment. This means they are changing some parts of the law to make it better, but they are still using the original law as a starting point.

So basically, a substitute amendment is like changing parts of something without throwing it away and starting over completely.
