Ulbricht Doctrine

The Ulbricht Doctrine is a policy created by former East German leader Walter Ulbricht in the 1950s. It was based off of a saying he often used: "No one intends to build a wall." This policy meant that the East German government wanted to keep people in East Germany by making it difficult or impossible for them to leave. The government built a wall between East and West Germany and also used armed guards, barbed wire and watchtowers to keep people in. The Ulbricht Doctrine made it hard for people to travel, get information, and even communicate with each other in East Germany. Today, the Ulbricht Doctrine is used to describe policies that limit people's freedom and keep them within certain boundaries.
