A universal monarchy is a form of government where one ruler, or "monarch", has complete control over all of the people that live in a certain area. All of the decisions about what to do, who to listen to, and who to make decisions for the people living in the area are made by the monarch. The monarch is usually from a family that has been in power for many years, and is thought to be chosen by God or a divine being. In most cases, a universal monarchy means that the monarch's family has a hereditary right to rule, meaning that the power is passed down from generation to generation.
