"Up to" means the highest number or limit that something can go. For example, if someone says you can have up to 3 cookies, it means that you can have 1 cookie, 2 cookies, or 3 cookies, but you cannot have more than 3 cookies. It is like when you play a game and someone tells you that you can go up to level 5 - this means you can play level 1, 2, 3, 4, or 5, but you cannot play level 6 or higher.
