Water is liquid because it has molecules that move around and interact with each other. When water is cold, the molecules move at a slower speed than when it is warm. When it's cold the molecules move around slower and don't get too close to each other so it stays in a solid form, like ice. When it's warm, the molecules move really fast and they touch each other a lot, so they take up more space and become liquid. The molecules are also still close enough to each other when it's liquid so it doesn't break apart like it would as a gas.
