Germany was one of those countries, and they were getting really frustrated because they weren't doing very well in a big fight that was happening all around them. So, some very important people in Germany got together for a meeting on January 9th, 1917. They called this meeting the "German Crown Council Meeting."
At this meeting, some of the most important people in Germany talked about what they should do next. They were trying to come up with a plan to help Germany start winning the fight.
