Okay kiddo, so there are some people called "policy makers" who make rules for things like the internet. They made something called the Adelphi Charter which is like a list of really important things they want people to follow when they make rules about the internet.
The first thing on the list is "Access." That means that everyone should be able to use the internet, no matter where they live or how much money they have. It's kind of like how everyone should be able to play on the same jungle gym at the playground.
The second thing is "Freedom of expression." That means everyone should be able to say what they want on the internet, as long as it doesn't hurt other people. It's like how you can tell your friend what you want to do at recess, but you can't say mean things to them.
The third thing is "Privacy." That means that your computer, phone, or tablet should keep your personal and private information safe. It's like how you don't tell strangers where you live or what your favorite color is.
So the Adelphi Charter wants people to follow these three important things when they make rules about the internet. It's like a set of rules everyone can agree on to make the internet a better place for everyone.
