Interoperable information systems are systems that can work together to exchange information in a way that everyone can understand. It's like when you move to a different city and need to get a new driver's license - the old driver's license from your old city is not compatible with the new city's system, so the new city needs to be able to understand that the old driver's license is valid in order to issue you a new one. In the same way, info systems need to be able to understand each other so that information can be shared. This is called interoperability.
