Backstop resources

A backstop resource is a source of help you can use when other things don't work. It's like a safety net that can catch you if you fall. For example, if you are running out of money and can't pay for something, you can go to a backstop resource for help. This help might come in the form of a loan, a grant, food, or another type of help. Backstop resources are there to help you when nothing else is working.
