Bergregal is a legal system in some countries that states that all mountains belong to the people. This means that everyone living in the country has the legal right to access and use the mountains for activities like hiking, camping, or skiing. Anybody that wants to build something new on the mountain needs the permission of the government, who makes sure that it doesn't interfere with other people's activities.
