ELI5: Explain Like I'm 5

Cloture

Cloture is a big word that means something we do in the United States government. It happens in the Senate, which is a group of people who make laws.

When the Senators want to talk about a subject, they can speak for as long as they want. It's like when your mom or dad is telling a story, and they keep going and going, and you start to feel a little bored. Just like that, sometimes Senators can talk for hours and hours, even though other Senators might want to talk about something else.

So, sometimes the Senators need to stop talking about one thing and start talking about something else. Cloture is a way to do that. When they use cloture, they take a vote to decide if they should stop talking about one thing and start talking about something else.

In order to use cloture, they need to make sure that enough Senators agree. It's like when you're playing a game with your friends, and you need at least five people to play. Here, they need at least 60 Senators to agree to use cloture. If enough Senators agree, then they can stop talking about the thing they were talking about before and move on to the next thing.
