Collateral freedom

They can try to go to that website through a different country where it is not blocked. This is called "collateral freedom". In this case, the different country offers a promise to help these people access the blocked website.

Collateral freedom means that even if a website is blocked in one place, people can still access it through a different country. It's like offering a toy as a promise to get something you want back. But, unlike the toy example, collateral freedom is not always a good thing. Sometimes people use it to access illegal or harmful websites. It's important to use the internet safely and responsibly.
