Okay kiddo, so have you ever watched a movie or a TV show with your parents and they've covered your eyes or told you to close your ears? That's because they didn't want you to see or hear anything that might not be appropriate for you.
Well, a long time ago, grown-ups noticed that some movies and TV shows had things in them that were considered too "obscene" or inappropriate for everybody to see. So they decided to create a special group of people called the Committee on Obscenity and Film Censorship.
This group would watch movies and TV shows before they were released to the public, and if they saw anything that they thought was too graphic or inappropriate, they would tell the people who made the movie or TV show to change it or stop showing it altogether.
The committee wanted to make sure that everyone who watched movies and TV shows was protected from seeing things that could be harmful, especially young children like you.
So basically, the Committee on Obscenity and Film Censorship was like the responsible grown-ups who make sure that all the movies and TV shows you watch are safe for you and won't harm you in any way.
