Covert warfare is a type of war where one country tries to damage another country without other countries knowing or without the two countries getting into a full-scale war. A country might do things like sending spies to get secret information, sabotaging plans of the other country, or trying to mislead the other country. Usually, these tactics are done so the other country doesn't realize that the first country is trying to hurt them. It can also be used to cause smaller conflicts that might not turn into a full-scale war.
