Cross subsidization

Cross subsidization is when one group of people or businesses pays for something for another group. For example, if people living in one city pay for a park in another city, that is cross subsidization. It might be done for different reasons, like if the people in the other city don't have enough money to build or maintain the park, and the people in the first city help pay for it.
