Dillon's Rule

Dillon's Rule is an idea about how local governments should be run. It says that a state government (like the government of a state in the USA) has the power to control how the local governments in that state are run. It also says that the state government can take away the power of local governments if it thinks the local governments are not following the rules. So Dillon's Rule makes sure that state governments are in control, and local governments must do what the state tells them to do.
