The Foreign Intelligence Surveillance Act (FISA) is a law in the United States. It says that the government can monitor conversations between people from other countries and people in the US if it is considered important for the safety of the United States. The government can do this by using spies, using satellites to record conversations, or other kinds of surveillance. But there are rules that say if the government wants to do this kind of surveillance, they have to get permission from a special court. That court makes sure the government is not invading people’s privacy and that they're not doing anything wrong. So with FISA, the government can watch conversations between people from other countries, but they have to be sure they're doing it the right way.
