Okay, so you know how when we go to a store or a restaurant, there are people who help us find a parking spot and sometimes they watch our car while we're gone? Well, in some places, those people are called "franeleros".
Franeleros wear bright vests and stand in parking lots or on the street, looking for cars that are about to leave. When they see someone getting in their car, they'll run over and offer to help them back out of their spot.
Then, while the person is gone, the franelero will watch their car to make sure nothing bad happens to it, like someone breaking in or stealing it.
After a while, when the person comes back and gets into their car, the franelero will ask for some money for helping them park and watch their car. It's kind of like a helper fee.
Now, some people like having franeleros around because it makes parking and leaving their car feel safer. Others don't like them because they think they're just trying to get money for doing something that they don't really need help with.
