Governance without government means making decisions in a group without a centralized authority or leader. Instead, the group makes decisions by talking together and working out compromises. This is different than having a leader who makes the decisions and tells everyone else what to do. In governance without government, everyone has an equal say and nobody can be forced to do something they don't want to do. This makes it important that everyone listens to each other, respects different opinions and works together to find solutions that work for everyone.
