But, a few years ago, some people thought the government wasn't following the rules when it came to habeas corpus. They thought that people weren't getting a fair chance to ask a judge to see if they should be in jail or not. So, they made a new law in 2007 called the Habeas Corpus Restoration Act.
This law basically said that people who were in jail and wanted to ask a judge for help could do so, even if some rules had changed. It also gave more time for people to ask for help if they felt their rights were being taken away.
So, think of it like this: if you got put in timeout and you didn't think you did anything wrong, you could ask your mom or dad to come talk to you and see if you should still be in timeout. The Habeas Corpus Restoration Act is like that for grown-ups. It gives them a chance to talk to a judge and see if they should still be in jail.
