Ice storage air conditioning is a type of system that runs on electricity, but uses ice to turn a hot building into a cool one. Ice storage works by taking advantage of two things: cold temperatures, and the fact that it takes energy to keep something cold. During the night (or other times when electricity is cheaper), an ice storage system makes a big block of ice inside the building. That block of ice then stays cold throughout the day, and the cold air from the ice is used to cool the building. The ice takes energy (electricity) to make, but it doesn't take much energy to keep the block of ice cold. So, by using the ice to cool your building, you can save money by using less electricity during the day, when electricity is more expensive.
