Immigration reform in the United States is when the government changes the laws and rules about who can come to the United States and how they can come to the country. It also includes deciding which immigrants get to stay in the country, and deciding what happens to those who don't have permission to be in the United States. Immigration reform affects people who are trying to come to the United States to live as well as people who are already in the country.
