Indiscriminate monitoring

Indiscriminate monitoring is something bad people do to spy on innocent people. It means that those bad people collect information without permission and without any good reason. For example, they might try to look at what innocent people are doing online without the innocent people knowing it. This is bad because it's intruding on someone else's privacy.
