So imagine you're playing with your toys in your bedroom. You have lots of toys, like your blocks, your stuffed animals, and your toy cars.

Now, let's say you wanted to figure out how to play with all your toys together. You might want to build a big city with your blocks, and have your toy cars drive around it. But how do you decide where to put everything and how to make it all work together?

That's kind of what a metropolitan planning organization (MPO) does for a real city. Except instead of toys, they're thinking about things like roads, buildings, public transportation, and parks.

The MPO is made up of people who work for the city government, like planners, engineers, and transportation experts. They get together and come up with a plan for how the city should grow and change over time.

They think about things like:

- Where should new buildings be built?
- How can we make it easier for people to get around the city?
- What kind of public transportation should we have?
- Are there areas that need more parks or green space?

They take all of these ideas and make a big plan, called a transportation plan. This plan lays out how the city will look and work in the future.

But the MPO doesn't just make the plan and forget about it. They also make sure it's being followed and update it as things change. They want to make sure the city is a great place to live and work for everyone.

So, in a way, the MPO is like a group of big kids playing with a big toy city. But instead of just having fun, they're making sure the city works well for everyone.
