Multi-speed Europe

Multi-speed Europe is when a group of countries within the European Union (EU) form their own, smaller group and move faster than the rest of the EU. When a multi-speed Europe is in place, the countries who are part of the smaller, faster group can make decisions and pass laws quicker than the other countries in the EU. The countries in the faster group can also do different things than the other countries in the EU if they decide to. It is like if some kids in a classroom are allowed to work faster on their homework and get special treats, like extra time outside, while the other kids have to work at a normal speed.
