ELI5: Explain Like I'm 5

Non-state actor

A non-state actor is like a person who is not a part of a club or a team, but still does things that affect the club or the team. In the same way, a non-state actor is someone who is not a part of any government, but still does things that affect countries or the world.

These non-state actors can be groups of people, organizations, companies, or even individuals who have their own agenda or goals. They may do things like starting protests, hacking into computer systems, or even using violence to try to achieve their goals.

Some non-state actors may want to change the way governments work, while others may want something different altogether. It is important to understand that these non-state actors can have a big impact on our world, even though they are not a part of any government.
