Paradiplomacy is when governments and cities work together to solve problems and make agreements. It is a way for two or more smaller areas to create their own laws and international agreements without having to include larger countries in the decision-making process. For example, two towns located in the same state might decide to work together to create environmental regulations or share resources such as a library. This way they can work together on things that are important to them without having to wait for a larger government to get involved.
