So, imagine you have a toy and your mommy tells you that you can only play with it for an hour. But, you really want to play with it for longer. Your mommy might say that you can play with it for longer, but only if you promise to behave well and follow the rules.
This is kind of like what happens when someone goes to jail, but they have been doing really well and they want to be able to go outside for a little bit. When they are in jail, they have to follow the rules and behave well too. But, if they have been doing a really good job, then they might be able to ask to go outside for a little bit on something called a "release on temporary licence" or ROTL for short.
This means that they get to go outside of the jail for a short amount of time, maybe to go to work or see their family. But, they have to promise to come back to the jail when the time is over. It's just like when your mommy let you play with your toy for a little bit longer, but you had to promise to give it back when it was time.
ROTL is a way for people in jail to show that they are behaving well and following the rules, so that they might be able to come out of jail earlier than they would have if they didn't follow the rules.
