These roads usually let cars and trucks, but can also include smaller vehicles like motorcycles. At the bottom are local roads, like streets in neighborhoods and small roads in rural areas. They may be too small for big trucks, but are usually open to cars and other small vehicles. To help you remember: highways are at the top, while smaller roads are at the bottom.
